This error code seems to be triggered after players have leveled up in the Diablo 4 beta. After some players have reached level two or three, they receive this error code and are promptly kicked back to the menu. This, in turn, forces them to return to the queue, which can range from two to 102 minutes.
However, a more probable cause for the error code is simply that the Diablo 4 servers are massively overloaded. With the opening of the beta, hundreds of thousands are all trying to log on and play at the same time, and this is spawning several error codes. So, unfortunately, the only real thing players can do is wait for the servers to stabilize.
