Hugh Neutron — the father of the eponymous star of “The Adventures of Jimmy Neutron, Boy Genius” — has made his way into Nickelodeon All-Star Brawl, in large part thanks to a meme campaign involving the character’s own voice actor, Mark DeCarlo.
As expected from such a wacky character, not everything is as meets the eye with Hugh. Alongside a range of attacks that come from his own source material, he is capable of performing Chun-Li’s Hoyokusen Super Art from Street Fighter III: 3rd Strike.
Although his moveset showcase didn’t explain how to perform the technique, NASB players quickly got to work and found a way to pull it off. Here’s how players can perform the attack and re-enact Evo Moment #37 with Hugh Neutron in NASB.
What is Evo Moment #37?
Evo Moment #37 is largely considered to be one of the most iconic moments in esports history. It took place at Evo 2004, where fighting game legends Justin “JWong” Wong and Daigo “Daigo” Umehara faced off in losers finals of the Street Fighter III: 3rd Strike bracket.
In the final round of Game 1, JWong’s Chun-Li held a sizable lead over Daigo’s Ken. With only one health point remaining, Daigo would have fallen even to the chip damage from a single special move on block. As a result, JWong used Chun-Li’s 15-hit Hoyokusen, confident that at least one hit would connect and finish off Daigo.
Instead, Daigo parried all 15 hits, a defensive maneuver that required a reaction time of about a tenth of a second for each successful parry. After parrying the final hit, Daigo connected his own combo to finish off JWong and win the game.

How to re-enact the moment
Because he has his own Hoyokusen, Hugh Neutron can mimic the iconic Evo Moment #37. The input for his attack is similar to Chun-Li’s original input. Players must perform two quarter circles on the control stick followed by a taunt to initiate Hugh’s powerful combo attack.

In addition, characters can parry attacks in NASB. To pull off a parry, the player must hold their control stick toward the incoming attack and press the block button no more than six frames before the attack connects.
NASB developer Thaddeus “Rep” Crews confirmed that it is in fact possible to parry every hit of Hugh’s Hoyokusen. As a result, NASB players can recreate Evo Moment #37 on their own with enough practice thanks to Hugh Neutron.
