You can get refined parts in any of the towns and settlements in Iron River (level 21 – 30). While they aren’t listed as a reward in the level 21 Iron River area, you can collect materials and disassemble these into Refined Parts at your Disassembly Bench.

All of the locations in the Iron River level 28 area also lists refined parts as a reward.
