Exploring the Lower City of Baldur’s Gate 3 in Act 3 is one of the most enjoyable parts of the entire game. You get to meet dozens of interesting characters and see locations that completely differ from the ones you visited in the previous acts. However, you don’t get to explore every part of the city in BG3, as the Upper City region is seemingly forbidden.
The Upper City is technically located right above the Baldur’s Gate waypoint in the Lower City. Although, whenever you try to cross the bridge that leads into that part of the city, you are physically stopped by the Emperor and the Elder Brain, as they do not want you venturing into that section of the map. This has led many players to ask how they can get there and if it’s even possible.

Reaching the Upper City region in BG3
In short, yes, you will eventually get to visit the Upper City in BG3. However, it will not be in the same way that you got to visit all of the map sections in the game.

Instead, you will only be brought to the Upper City after you have completed all of the main story quests possible in Act 3, aside from confronting the Elder Brain. This means you have to go through the entirety of Act 3’s main quests before you will be able to reach the Upper City. And even then, the Upper City is not what you think it will be.
There are no new quests there and very few characters to meet for the first time. Instead, the Upper City serves as the finale for BG3, and it’s the last location you will visit before the end credits roll.
