Changes to Diana's kit and numbers are being prepared to launch onto the PBE sometime in the future. A League of Legends forum post made yesterday by Riot Games senior QA analyst Zhanos provides more context behind the decision, as well as some thoughts on Diana’s current trajectory.
The thread is a follow up to a previous post made by Zhanos four months ago that addressed PBE changes to the way Diana’s Q, Crescent Strike, works. The proposed changes in the most recent thread aim to reduce Diana’s reliance on AP to perform and adjusts some base stats.
Here’s the changelist that will be up for testing in the future:
Base Stat Changes
“Base Mana: 372 (+20) => 335 (+45)
Attack Speed: 0.625 => 0.725
Attack Speed per level: 2.25 => 2.30”

“Cleave Ap Ratio: 0.8>0.6
NEW: Grants 20% Movement Speed on proc
REMOVED: 30-90% Attack Speed after casting a spell
REMOVED: 15% of AP as mana on proc”

For years, Diana was played as a burst mage assassin that relied on items like Luden’s Echo and Rabadon’s Deathcap to dive the backline carries and kill them as quickly as possible. The changes suggest that Riot wants to experiment with different play-style options for Diana players, or maybe even prepare her for a proper rework.
To many players in the comments, however, it seems like these adjustments will only make Diana weaker overall.
In a Twitter response to popular YouTuber Professor Akali, senior champion designer August Browning explained the thought process behind changes like this to champions.
The updates are set to be available on the PBE sometime after the Patch 9.11 cycle, and Zhanos suggests in their thread that they’re open to more discussion from the community on the changes before then.
