Changes to champions

League of Legends Patch 9.10 Notes Riven

Brand

Brand is having his ratios on E increased, subsequently making it deal more damage later in the game. The change is mostly geared towards mid-lane Brand.

Fiora

A small change to her W (Riposte) now allows her to block Braum and Kennen’s stun. It previously prevented the two from applying the last stack of their passives since Riposte blocked it. Now, Riposte will only block the stun portion of the passive, with the stack still being applied.

Master Yi

Most changes to Yi are buffs, but Riot’s intent is to nerf him enough so League of Legends players who don’t know how to counter him won’t have that much trouble against him. His Q and W now cast instantly. His E, Wuju Style, no longer gives him 10% attack damage when off cooldown. Finally, his ultimate, Highlander, is receiving buffs to his bonus movement speed percentages.

Riven

Riven, along with Vayne, will be seeing the biggest nerfs in patch 9.10. While her Q is receiving a cooldown decrease based on rank, her E’s cooldown will be much higher. The nerfs to Conqueror, described below, will also disrupt her effectiveness.

Soraka

After buffs to her in the previous patch, Soraka is receiving another buff, this time to her movement speed on Q. She now gains far more bonus movement speed when running towards wounded allies. Her movement speed from the passive will also decay far less rapidly.

Tryndamere

Riot is trying to bring more mobility to Tryndamere by decreasing his E cooldown. They explain this is due to the League of Legends meta favoring mobile ranged champions in the top lane. The AP ratio of his E is also getting decreased to prevent the abuse of AP Tryndamere after the cooldown change.

Vayne

Riot is trying to lower the frustration of Vayne going invisible too often. The change to her ultimate’s Tumble cooldown is getting lowered to fix that problem. This should theoretically make her level 6 power spike less powerful.

Changes to items & runes

Essence Reaver is having its base attack damage slightly increased. This is supposed to make it more viable as an attack damage item.

Guinsoo’s Rageblade passive Phantom Hit will now trigger every three instead of two attacks. Its armor and magic penetration will also be tuned to a flat percentage instead of increasing based on level.

Hunter’s Talisman, one of the starter items in the jungle, will now apply a burn with a new passive laughably named Hot Dogs.

Runic Echoes will have its combined and total costs lowered by a significant margin.

Lastly, the Conqueror keystone is finally getting much needed nerfs. The percentage of damage dealt converted to true damage and healing is getting decreased by a solid 2% at full stacks. This will mostly affect champions that abused the keystone, like the previously mentioned Riven.
